Disable cascading SDV logic for specific types of form structure import

We've fixed a defect on import regarding cascading logic for SDV, that sometimes caused errors while trying to create a linked study using Form Sync, as well as while importing a structure to an empty study.

Step being marked as SDV after dependency configuration on a field rendered the dependent field as hidden

We've fixed an issue regarding steps being automatically marked as source data verified wrongly due to a change in the dependency of a field within that step.

Security patch regarding query rights 

We've addressed a security issue that allowed, in some cases, for queries to be created and closed by users with insufficient permissions due to an improper check on the backend of the relevant institute rights.
